Hi Ravi, If message can not be delivered to the receiver, Cloud API should provide the reason via message status notification webhook, see https://developers.facebook.com/docs/whatsapp/cloud-api/guides/set-up-webhooks#understanding-webhooks

As a reminder, make sure that the receiver has opened conversation window with your business number by sending any message before you try to send a flow message.
