I am currently using the "Instagram Graph API" with "Instagram Login" API integration. However, I am not receiving webhooks for the first message from approximately 20% of users who interact with my Instagram page.

For all subsequent messages and for most other users, the webhooks are triggered and received as expected.

Could someone help me troubleshoot or resolve this issue?
