Troubleshooting WhatsApp Business API: Messages not received when sent from business accounts

I've registered as a Facebook Provider Partner to allow restaurants to use WhatsApp messaging services. The Facebook app is in dev mode. Test messages sent from the main account work, but when restaurant accounts send messages, they show as successful but aren't received. Webhook logs only show messages from the main account, not from restaurant accounts. Seeking help to resolve this issue.
