Need urgent help please

Not sure what is wrong but around 10% of our message sending request are failing due to following reason and it's happening for most of our phone numbers please advice due to that we are loosing customer following is just one example

cURL error 7: Failed to connect to graph.facebook.com port 443: Connection timed out (see https://curl.haxx.se/libcurl/c/libcurl-errors.html) for https://graph.facebook.com/v17.0/1234567890/messages
