Hello!

I have completed the Business verification step from the onboarding but when visiting WhatsApp Flow it shows:

Complete the necessary steps to use Flows You need to verify that your account belongs to a legitimate business or organization and maintain a high message quality.

Is it required to complete the App Review & Access verification from the onboarding before getting access to Flow?

I would like to start building proof of concept before dealing with paperwork
