Just in case anyone else should be experiencing the same issue in the future: apparently our app had lost (or was missing in the first place, we weren't able to figure this out with Meta's direct support) the advanced access for the whatsapp_business_messaging permission and it was causing this problem. As soon as we submitted a request for this permission and it got accepted, we started receiving notifications again and we stopped experiencing errors when creating new messages.
