We're trying to create an ad using a token generated from a System User, but we encounter the following message:

 business admin must review and accept our non-discrimination policy before you can run ads. They can find it by going to Business Settings, then System Users.Help Center link: https://www.facebook.com/business/help/338925176776440```

We're able to create ads using the regular user tokens, but not from the System User. All users who have access to the ad account have accepted the policy found on this page:

https://www.facebook.com/certification/nondiscrimination``` (All users except the System User which both I don't know how to do and which doesn't make sense to me, because it's a system user.)

I've been through regular Facebook support a few times now to no avail. The last person said I should post here.
