The app has standard business_management permission, but when I try to make REST requests to access certain resources in the Business account, it returns a "Missing permissions" error. I know I need to request business_management permissions, but it requires video recording of the usage, which I can't provide since the API calls aren't working due to the missing permissions.

What’s the solution in this case? Why isn't standard access enough for testing development requests? Why do I need to request an app review for business_management permission just to test this functionality?
