whatsapp api doesn't work properly

I added whatsapp api to my project to send a message to the users of my website. it work only this condition: 1. I send a message from my app dashboard (image attached) first time 2. then that person replies 3. and then when I send a message using api, it works. after that the use gets a message constantly. the point is I can't send a message to website user first time using my API

Because you are using a test number, and every message you send via a test number, the recipient number has to give permission to receive messages from your test account.
