I’m encountering an issue with the Messages API (https://graph.facebook.com/v18.0/223881217480630/messages). The delivery of messages is inconsistent: some users are receiving messages while others are not, despite using the same API and templates.

Here are the key points I’ve explored so far:

Rate Limit: The number of attempted messages is low, so it seems unlikely that a rate limit is the issue. When I call the API via Postman, I receive a message_status: "accepted" response.

Template Delivery: The same message template is being delivered to some recipients but not to others.

Number Reachability: Some numbers that have successfully received messages before are now not receiving them, even with the same template.

I would greatly appreciate any assistance in debugging this issue. Has anyone experienced something similar or have insights into what might be causing the problem?
