Reviews require credentials declined

My app is continually being flagged for review stating that I need to provide credentials. In the review documentation, I've provided credentials and details instructions on how to navigate to the app. I've also included a video.

We only allow users to access our site from certain countries. I've included this in my response. I'm guessing there is "automation" involved that is auto responding. Any suggestions on where I can go to submit a response to a live person?

However, the response I get from Facebook says we cannot review, please provide credentials and instructions to review your app.

I'm going in circles. I've provided the information, but the responder says they do not have the information.

Thank you for the feedback and suggestions. However,

Our website does have country restrictions. Due to security issues in the past, this is very important to us. I have included this limitation in the response along with credentials, instructions, etc.

We are willing to open a specific location if that were provided in the response from Facebook, but it is the same generic response every time.
