Meta Strict Message Policy Applying to Users Over 25 and Potentially Blocking instagram_manage_messages API Permission

Hi,

Out of the blue, I got this notification (refer to screenshot) from Instagram. We're a tech provider company that uses the instagram_manage_messages permission to send automated messages to users who comment on reels, similar to ManyChat. Once a user comments on the reels, they get a message in their DM with product links.

Most of the people who comment are non-followers; they just come across the reel randomly. Since most of them are non-followers, they won't receive any DMs because of these new Meta restrictions.

This change is going to impact our business by more than 80%. What are the workarounds to send messages to non-followers who are now forced to opt into these settings?

Additionally, this seems to be an extension of the Stricter Private Messaging Settings for Teens policy. However, the strange part is that my followers are above 19, including my two personal accounts, which are over 25 years old.
