Hi, I got my App verification declined, even though its a simple chatbot... and got the following notes:

App rejected - Unable to approve permission request Developer Policy 1.9 - Build a quality product To help resolve this issue, please review the following: 1. Make sure you have completed all development of your app. 2. Create a Test User and verify that you can use it to recreate the experience exactly as depicted in your screencast.

But there is a message popping up saying Test user creation temporarily disabled? Anybody knows whats going on?
