Does user-initiated conversation being charged if the business does not reply?

I am unable to get much information on the User-Initiated Conversation pricing other than how the conversation window open and any messages during the conversation is free.

However, the key question is, would the business be charged right when the user start the conversation, and no reply from the business side?

Anyone can answer this?
