Collecting Facebook User ID and use it to create audience

Hi, I want to build custom audience but instead of using email/phone,..I want to use 'Facebook user_id".

  1. How can I collect those user_id? is that this value (in the image attached)?
  2. whats the API to use those user_id to create audience?
