Template Messages are not sending to the recipient's though the Template Message API returns 200 status.

I tried sending a template message using the Template Message API (https://graph.facebook.com/v20.0/FROM_PHONE_NUMBER_ID/messages) with the appropriate payload. The API returns a 200 status with response data, but the recipient does not receive the message. Can you help me understand why this is happening and how to resolve it?
