Is WhatsApp Business API suited for us?

We are a company that provides software for other companies (call us an ISV if you will), and would like to offer WhatsApp as a solution for messaging services.

Reading through the docs it's hard to understand what the best solution is for us.

We would like to offer an individual phone number to each company we provide software to, we would like to call WhatsApp APIs for them while managing the templates (potentially providing interfaces to see analytics and templates through our own interface) and manage the billing through our own accounts.

We would like these companies to not have to deal with creating their own accounts or setting up their own billing, is this possible to do?

One proposed solution we have is to setup our company as the meta business portfolio, we setup each business we sell to as a WhatsApp Business Account under our portfolio, will this work or do we need to go the route of trying to become a BSP?
