Another user with the "135000 error", ¿Could you help me to solve it?

When I try to send templates, marketing or service, it presents a "135000 user error", preventing receiving and sending messages, however; if the default template that WhatsApp Business (hello_ World) has is used, it is sent successfully. Reviewing there is no problem in blocking the phone number, templates are approved and the limit of conversations initiated are 1000, we find that it is a common problem that can only be solved through the community, please help me!!
