I can't find any documentation talking about this new type.

Meta team replied to us via ticket:
The parameter "type": "call_permission_reply" can be ignored as this is part of some a feature that would be launched at a later point in time.
Currently there are no external available documents that I can share with you as the feature is not live yet.
However, I will notify the respective team to disable this in order to avoid confusion.
