I have a question that might seem silly, but some of my clients are offices that have never had a Facebook account. As a requirement from me, their solution provider, I ask them to create an account. What does 'newly created accounts' refer to in the following paragraph?

From Embedded Signup docs: "They must use an existing Facebook account as newly created accounts will not be able to create Business Manager accounts."
