Upon creating my first app, I receive this error: "We limit how often you can post, comment or do other things"

I've left the app creation page for 12 hours, but still have the same error.

I don't use any APIs, graphql, post comments, post content etc.. In fact, I rarely use Facebook at all. So I have no idea what I've triggered to cause this error.

Any suggestions?
