Error 13500# without any active restrictions

When im sending massages it says sent but nor received for error 13500 without any active restrictions on my acount, my settings from the developers side are identical to all the accounts and for the other accounts its working so please advice

did you try to send template that includes website links as parameter?

Yes u only use links as parameters

I also tried sending a link without a parameter and still not working
