How can I create a lead form passing the cover_photo as a file using the api endpoint /{page_id}/leadgen_forms?

I have tried to attach the photo as file data in the http post request to the endpoint /{page_id}/leadgen_forms, but it gets ignored and the lead form is created without a cover photo.
