Received an email notice to do "Data Use Checkup" to maintain API access and avoid restrictions. Then after following the steps I'm told "You can't make this change at the moment."

The error message says: "You can't make this change at the moment. This is because we noticed you are using a device you don't usually use and we need to keep your account safe. We'll allow you to make this change after you've used this device for a while." This is from my main laptop that I do all of my work on, including all Facebook interactions, so that makes no sense. I've been following the links/steps for a few weeks now and I'm almost at my deadline (2 days away).
I'd appreciate any help!
