Sending templated message issue

I have META Whatsapp Cloud Api subscription. I have created a BOT by running a thread which contains multiple templates having buttons to move forward.

I am not promoting any products. I am just providing users some educational contents in the form of templated message. The users can move forward by clicking the buttons attached to each templated message.

The webhook I have configured, keeps the records of each conversation.

The message templates I am creating are commonly taken as Marketing though none of the messages are related to any product. These are basically educational contents.

Secondly after sending some of the templates to users those users are blocked by meta temporarily.

In meta there only 3 types of templates are available: Marketing, Utility and Authentication. If I set my template category as Utility, it's showing Marketing is recommended. If I set to Marketing category, the users are being blocked temporarily after few conversations

What should I do to run my thread in the bot continuously?

It is to prevent marketing templates spamming the customers. You can only send one template message from a marketing template to the customer in 24 hrs.
