I checked this issue and it seems to be a meta issue. I have checked, and we are sending the exact same payload as described my meta on their website https://developers.facebook.com/docs/messenger-platform/send-messages/templates/customer-feedback-template/

But I am getting an Attachment unavailable for a few Facebook users; I have attached the screenshot as well for the same.
