Multiple applications using WhatsApp Business API vs Webhook Notifications

Hi,

We have multiple applications (representing different deployment environments, e.g. staging, production), where we send/receive/process WhatsApp business messages.

We have a direct developer account.

My trouble is, the webhook notifications for a message initiated by an application can end up in another application too. I'm thinking our setup is somehow wrong, but cannot figure out what.

  • a single system user, shared between environments (cannot create multiple users due to quotas on FB side)
  • 2 different tokens
  • 2 different applications
  • 2 different phone numbers

I'm guessing this might be due to using a single system user, can anyone confirm this? If so, what is the way to increase that limit?
