How do we get the test user authorized on instagram?

We are trying to pull instagram data and on the facebook side, we are able to generate a test user but how do we authorize this test user on the instagram side so we can show what our app is supposed to do?

To clarify, we add the test users to instagram but the request never appears on the instagram side to allow access.
