We have an app that requests access to a user's managed Pages (such as a business page) that requests the following permissions:

Create and manage content on your Page

Read content posted on the Page

Read user content on your Page

Show a list of the Pages you manage

We have an issue with one particular user that is not able to grant authorization because if you check on the Facebook page settings no one is set as an admin there. The admins are all managed on business.facebook.com instead. What are some solutions to work with users/organizations that are managed in this way?
