I am trying to use WABA to send a registered Flow Template. In the App Dashboard under Quickstart > API Setup It worked fine with the Temporary access token, but not with the System User token, (#132001) Template name does not exist in the translation error. I checked with Access Token Debugger and they are both "whatsapp_business_management, whatsapp_business_messaging, public_profile" which have the same scope.

What is the problem?
