I am implementing user-initiated interactive experience for Facebook Messenger. When using my own FB account (administrator), my messages to the page does trigger the webhook.

However, when a user who does not have a role on my app, this includes Meta's App Reviewer, sends a message to my page, the webhook is not triggered. This has resulted in a rejection for my page_messaging App Review request despite my screencast showing the functionality works.
