https://developers.facebook.com/apps/creation/ shows "Launch a game on Facebook" selection just fine.
but after select this type, the final app type is not gaming, and seem like there are more steps need to follow.

do you mean Facebook deprecated the gaming service app right? and all game even no instant need to use this type? currently we only use Facebook app for audience network and some game with Facebook Login.
No idea what you mean by "gaming service app", but the only available remaining game type is Instant Games, everything else was deprecated years ago.
no, I can confirm i did created app with type Gaming in the other option in last month.[like the screenshot post in the question], seem like this Gaming type is just disappeared recently.
Facebook has deprecated the Facebook app type "Gaming". From now on, use the "Business" type.
