I'm currently developing an app to help manage and respond to Messenger chats for businesses, as well as to retrieve basic user profile information for improved customer engagement. However, I’m facing some issues with required permissions, specifically the Business Asset User Profile Access permission and some Instagram-related permissions that haven't been approved.

App Overview The app is designed for chat management. It retrieves messages from Messenger and pulls basic profile information for users. It helps business managers manage pages and assign tasks to team members. Permissions Needed Messenger Permissions - For reading and managing messages. User Profile Access - To pull basic profile information of users contacting the business. Business Management Permissions - For handling business pages and team assignments. Instagram Permissions (important but optional) - For managing messages and engagement on Instagram. Issues The Business Asset User Profile Access permission was flagged as not complying with Developer Policy 1.9 because the use of this permission may not be clearly visible in the app. Some Instagram permissions were declined, which limits the functionality related to Instagram engagement in the app. Additionally, the testing accounts provided by Meta are unable to send messages to the Facebook Page of the test account. This limitation makes it challenging for Meta reviewers to fully experience and test the Messenger chat functionalities, potentially impacting their ability to understand the need for certain permissions in a flexible and realistic way. Questions What are the best ways to clearly demonstrate the use of the Business Asset User Profile Access permission within the app? Any advice from those who have passed this review would be very helpful. What specific information should I provide to the Meta review team to justify the necessity of these permissions? Any tips to streamline the approval process would be appreciated. If Instagram Permissions are not approved, are there alternative solutions for managing Instagram messages and engagement effectively? What are the impacts on app functionality if the Business Asset User Profile Access and certain Instagram permissions are not granted? Is there a way to allow Meta reviewers to bypass the limitations of the testing accounts and test the app’s Messenger functions more realistically? I would really appreciate any advice or solutions from those who have dealt with similar issues, as I want to make sure my app complies fully with Meta’s policies and functions as intended.
