I have a similan problem. Do you check the webhook responde for this message? "accepted" just indicate that Meta server receives your request, but you need to check the return on webhook that will show the messagem delivery status. On my case some messagens, with no apparent reason are returning "failed" and "undeliverable message". I will follow this question...
