Page_Read_ Engagement permission request got declined multiple times

It is so hard to get permission approved for page_read_engagement despite of providing proper explanation and details about the request, the reviewer doesn't seems to read it carefully not validating it with the screencast that was uploaded. It clearly stated how will the permission will be used but apparently reviewers does not understand nor comprehend.
