Could someone help me understand why the reviewer of my chatbot is making this comment? When I perform tests with the admin user, the chat responds correctly, just as shown in the video we provided to the Facebook team.

Same here, I don't know did they test on non-tester account or not. It's responds correctly for my tester account, so I tried to submit multiple times and got the same app review rejection message.

You'll need to create a dummy facebook account with test role permissions to your app, and provide the credentials to Facebook app review team
