I’m in the process of submitting our app for review, and I need some clarification regarding WhatsApp API permissions.

App Use Case:

We provide a SaaS app that allows businesses or business owners to connect their WhatsApp Business account with our chatbot. The bot intercepts and responds to customer messages sent to the business's WhatsApp number. This functionality requires advanced permission to send and respond to customer messages, which I understand needs to be tested as part of the app review.

Question:

When submitting my app for review, I know I need to provide the business owner's WhatsApp Business number (connected to the bot) for Meta’s testing. However, since responding to messages requires advanced permissions, do we need to provide customer's phone number for Meta to test this? Does Meta require a customer phone number to fully test this permission functionality?
