user_id/accounts does not return any pages, even though access token debugger shows that the token has access

I have an app where thousands of users have been able to get their pages from this endpoint, with the access_token I get when they connect to the app. However, I sometimes have a few accounts, where I don't get any pages from this request. Just an empty array. Do you have any ideas of how to debug?
