Instagram OAuth with embed URL resulting in constant Status Code 429

When using the https://www.instagram.com/oauth/authorize?.... URL to initiate OAuth Login process for Instagram Business Login, it has been failing with 429 code constantly, even though I should not be anywhere near rate limits. Still developing the app.

We are also facing this issue. The https://www.instagram.com/oauth/authorize URL is very unreliable and fails greater than 50% of the time. How is this acceptable uptime for a public API?
