There is a limit on marketing messages sent. How does this limit work?

As per the document, after the first marketing template message is delivered, it opens a new 24-hour marketing conversation customer service window. The per-user marketing template message limit applies.

1) So, assuming, the first marketing conversation window starts at 1 pm today, then until tomorrow at 1 pm I can send one marketing template per message the user sends, right? OR can we send unlimited marketing templates in this period?

2) Secondly, after 24 hours, what is the cooling-off period? How much time should we wait before we send another marketing template?
