Why am I not getting free whatsapp number and If I add my own number and add payment methods so will it cost me can't I use it for free it said 250 users for free right?

See the Image I have no whatsapp free number then how will I test it and I need to access the whatsapp API for free and send the messages why is it so complicated where am I wrong. now I have added custom my own number and it says to apply payment method so is it free?

Please share the steps doing which you have reached here. Usually when you create an app and enable whatsapp automatically add test number for you. There might be per org limit which you are hitting.
