Receiving weekly violations for app available only in US - review fails when assigned to non-US agents and cannot resolve

Here's the key context: Our app is only available inside the US and we actively block any network traffic that originates from a non-US IP by design.

In the past, we have occasionally run into some trouble during the review process as non-US agents are unable to login to the application. We've whitelisted the known Facebook Peering ASNs which was sufficient for quite a while and is generally enough for the agents that are reviewing our web integration/app to make it through the review.

Since the beginning of July, however, we've received a new violation every week for the same issue. As soon as we're able to resolve it, we get another violation the following day for the same reason. Despite sending tons of evidence - screencasts of the process/flow/permissions, updated login credentials, screenshots of the blocked network traffic - nothing we are trying is working to get the violation resolved. The last several responses have not been updated - still a form response from "Mark" several days ago and no additional detail about the issue is being provided or any of the questions we've asked being answered.

It seems to me that a US-only app being assigned to an Indian agent for review is a bug, but there is no place to report that. No escalation channel to talk to an actual human and no way to get the review agent to actually read what we're writing and follow instructions.

It is clear the underlying issue here is that our app is being assigned for review in geographies that it is not available, despite the setting clearly being marked in the app settings. Of course it seems broken - that's intentional to ensure we're adhering to the right local laws and offering a great user experience.

Has anyone else run into a similar issue? How did you get it resolved?

@Meta team - Why is an app that is clearly restricted to the US being assigned to agents outside the US to verify the integration?
