Client phone number not verified

I've succesfully onboarded my first client's phone number via the embedded signup flow, however when I try to send a template using said number I get the error "Account does not exist in Cloud API, please use /register API to create an account first.". The client made the verification via SMS when onboarded, therefore I don't understand the error

I can get the clients' templates programatically, and the number appears linked to my account in https://business.facebook.com/wa/manage/phone-numbers/

It seems like the client's phone number is not properly registered with the Cloud API. Although the number appears linked in your Facebook Business account, it must also be registered with the Cloud API. Ensure you use the /register API endpoint to complete the registration process for the phone number with the Cloud API.
