How do you become a tech partner to test the integration built without hitting the criteria?

We are developing an integration with WhatsApp and running into issues for testing due to the criteria in place to be a tech partner. How do other orgs go about testing their integration that's been developed without being a tech partner? We won't have 10 customers using it (part of the criteria) before we release it, but we can't release it until we have a test environment.

The APIs are restricted unless the app/software you are building is reviewed and approved. We are currently ourselves facing certain issues while submitting the app for review (sending message templates) We are currently aiming to build a basic functionality with certain unrestricted APIs (profile creation, onboarding, template creation and approval)

Check out the Tech Provider steps as from what we understand first one has to become a Tech Provider by submitting the basics of our software for App Review.

Once the app is passed for review WhatsApp grants permissions and access to all the functionalities of the API and then you can go about creating your test environment for onboarding your end clients.

After this I think you should be eligible for the Tech Partners Program.
