Meta is updating its requirements for advertisers targeting users in India with securities and investment ads. All advertisers running securities and investments ads in India (including global campaigns), will need to verify the person or organization benefiting from and paying for the ad by providing their Securities and Exchange Board of India (SEBI) registration information. If exempt from SEBI registration, advertisers can choose alternative verification options, such as identity or business verification. The verified information will be disclosed on the ad.
Timing
Compliance will be enforced as early as July 31, 2025, but will vary depending on when you become eligible to set the beneficiary and payer of your ads.
- As an advertiser, you will receive a notification informing you of when you are eligible to complete the verification and disclaimer process. Look out for banners that say, e.g. “Verification required for securities and investment ads in India”).
- Meta will begin rolling out the verification process on June 26. Verification is expected to be available to 100% of all eligible advertisers globally by July 28, 2025.
- All advertisers will have at least 1 month to complete these requirements from the date they become eligible to verify. However, we recommend starting this process as soon as possible to ensure you are able to meet the requirements that will become effective as early as July 31, 2025.
Required Action
Step 1: Verify information about who is benefiting from and paying for the ads.
Step 2: After successful verification, select the verified beneficiary and payer information to disclose on the ads
- In-scope ads will contain a disclaimer, featuring the name and SEBI registration number (if applicable) of the ad’s verified beneficiary and payer. This disclaimer will be created during the ad creation process, based on the beneficiary and payer information that you select.
Note: This verification information will be displayed publicly on the ads when they are running and for up to 7 years in Meta’s Ad Library. - To designate the beneficiary and payer of your ads you can either:
- Set a default beneficiary and payer in advertising settings within Ads Manager;
- Or include the following parameters for each new ad set you create on or after July 31, 2025 that will deliver to audiences in India:
- Regional_regulated_categories - this is used to identify the regional regulations to which your ads will be relevant.
- Regional_regulation_identities - this is used to identify the payer and beneficiary pages/businesses for your ads.

- Note: Active ads published prior to July 31, 2025 do not need to be edited with beneficiary and payer information to comply, as long as the account is verified.
It’s worth noting that we generally recommend that advertisers complete verification themselves, as the process may involve providing business documents or receiving a one-time passcode to an email address associated with the client’s web domain. We also recommend that clients have at least partial access to any accounts that are running ads on their behalf in order to complete verification.
