Meta is updating its verification and transparency requirements for ads delivering to Singapore. As a part of these efforts, all advertisers targeting audiences in Singapore (including global campaigns) will need to verify the identities of the people and/or organizations who are benefitting from and paying for these ads, and subsequently designate which verified beneficiary and payer will be disclosed alongside their ads.
Timing
Compliance will be enforced as early as May 27, 2025, but will vary depending on when you become eligible to set the beneficiary and payer of your ads.
- As an advertiser, you will receive an in-product notification informing you of when you are eligible to set the beneficiary and payer of their ads (look out for banners that say, e.g. “Verification required for ads for Singapore”).
- You will have at least three weeks from the day that you are notified of your eligibility to set the beneficiary and payer for your ads to comply, but we recommend starting this process as soon as possible, as ads published as early as May 27, 2025 may be rejected or paused if you do not comply with these steps in time.
Required Action
Step 1: Verify the individuals or organizations that are the beneficiary and payer of your ads.
Step 2: After successful verification, designate the beneficiary and payer of your ads delivering to Singapore.
- Once you have been verified, you will be notified across ad tools by May 19, 2025 when you are eligible to set the beneficiary and payer of your ads (look out for banners that say, e.g. “Verification required for ads for Singapore”). We recommend starting this process as soon as you are notified.
- To designate the beneficiary and payer of your ads you can either:
- Set a default beneficiary and payer in advertising settings within Ads Manager;
- Or include the following parameters for each new ad set you create on or after May 27, 2025 that will deliver to audiences in Singapore:
- Regional_regulated_categories - this is used to identify the regional regulations to which your ads will be relevant.
- Regional_regulation_identities - this is used to identify the payer and beneficiary pages/businesses for your ads.

- Note: Active ads published prior to May 27, 2025 do not need to be edited with beneficiary and payer information to comply, as long as the account is verified.
It’s worth noting that we generally recommend that advertisers complete verification themselves, as the process may involve providing business documents or receiving a one-time passcode to an email address associated with the client’s web domain. We also recommend that clients have at least partial access to any accounts that are running ads on their behalf in order to complete verification.
